Public Comment Policy
The Pennsylvania Sunshine Act (65 Pa. C.S. 701, et seq.) provides that the Board or Council of a political subdivision shall provide a reasonable opportunity at each advertised regular meeting and advertised special meeting for residents of the political subdivision or for taxpayers of the political subdivision or to comment on matters of concern, official action or deliberation which are or may be before the Board or Council prior to taking official action. (710.1).
To assure compliance with the Act, to inform members of the public who may wish to make comment, and to provide for predictable and orderly implementation of the public comment period, Somerset Borough Council has adopted this Public Comment Policy.

*Council has traditionally rescheduled its November and December meetings based on the timing for budget adoption and the Thanksgiving and Christmas holidays. The rescheduling will be done closer to these dates.

ORGANIZATIONAL MEETING
January 3, 2012
Pre-Meeting - 6:45 p.m.
Mayor Meyer administered the “Oath of Office” to newly elected Council members, (Rosemeyer, Urbain, and Pyle) and the Official 2012 Photo of Somerset Borough Council was taken. Manager Vinzani notes that he has received the “Certificates of Election” for the newly elected members of Council and they are on file in the Borough office.
Organizational Meeting - called to order by the Mayor at 7:30 p.m., followed by recitation of the Pledge to the Flag.
Present:
Council Members: Paul Urbain, Ruby Miller, Fred Rosemeyer, Wanda Miller, Scott Walker, and Judy Pyle. Benedict G. Vinzani, Jr., Borough Manager; Michele Enos, Assistant to the Manager; George Svirsko, Director of Public Works; Brett Peters, Director of Finance; Randy Cox, Chief of Police. (Sign-in sheet: Neil R. Miller, Carol A. Rosemeyer).
Nominations
President of Council
Mr. Rosemeyer moved to nominate Ruby Miller as President of Council; seconded by Mr. Urbain.
Vice President of Council
Mr. Walker moved to nominate Fred Rosemeyer as Vice President of Council, seconded by Mrs. R. Miller.
President Pro-Tem of Council
Mr. Rosemeyer moved to nominate Paul Urbain as President Pro-Tem of Council, seconded by Mrs. R. Miller.
A Unanimous Ballot was cast for the following offices:
Ruby Miller, President
Fred Rosemeyer, Vice-President
Paul Urbain, President Pro-Tem
Vote: Mr. Walker, yes; Mr. Rosemeyer, yes; Mr. Urbain, yes; Mrs. R. Miller, yes; Ms. W. Miller, yes; Mrs. Pyle, yes.
Unanimously Carried.
The Mayor pointed out that Council meets once per month, and asked that everyone make an effort to be present at all meetings.
President Ruby Miller Assumes the Chair
Mr. Vinzani explained that Council appoints a Depository for its funds every two years. We have been with Somerset Trust Company for approximately 15 years since it is local and has met the necessary requirements.
Ms. W. Miller moved to adopt the following Resolution, motion seconded by Mr. Rosemeyer:
RESOLUTION NO. 2012-01
WHEREAS, it has been the policy of the Council of the Borough of Somerset to designate its Depository every two years, and;
WHEREAS, it is the desire of Council to continue with the same depository for the years 2012-2013;
NOW THEREFORE, BE IT RESOLVED, THAT Somerset Trust Company is hereby named the Depository of Borough funds for the years 2012-2013, provided that Somerset Trust Company enters into a Depository Agreement with the Borough of Somerset, and pledges as security for all Borough accounts, an amount of securities equal to 120 percent of the total amount of all Borough funds.
Unanimously Carried
Mr. Rosemeyer moved to adopt the following Resolution, motion seconded by Mr. Urbain:
RESOLUTION NO. 2012-02
WHEREAS, The Borough of Somerset has conducted its regular monthly meetings at a specified time, date and location which have proven convenient to the Public;
NOW THEREFORE, We, the Council and Mayor of the Borough of Somerset, desiring to continue successful publicized meetings, hereby designate the fourth Monday of each month in the calendar years 2012-2013 at 7:00 p.m., Municipal Building, 347 West Union Street, Somerset, PA for regular meetings. When the regular meeting date falls on a Borough holiday, the meeting will be held on the following day, Tuesday, at the same time and place.

Check Signing
Mr. Walker moved, Ms. W. Miller seconded to authorize Mr. Urbain, Mrs. R. Miller and Mr. Rosemeyer to sign Council checks – motion seconded by Ms. W. Miller.
Unanimously Carried.
Sergeant-at-Arms
Ms. W. Miller moved, Mr. Rosemeyer seconded to designate Police Chief Cox as our Sergeant-at-Arms.
Unanimously Carried.
Adjournment
Ms. W. Miller moved to adjourn, seconded by Mr. Rosemeyer.
Unanimously Carried.
