Public Comment Policy

The Pennsylvania Sunshine Act (65 Pa. C.S. 701, et seq.) provides that the Board or Council of a political subdivision shall provide a reasonable opportunity at each advertised regular meeting and advertised special meeting for residents of the political subdivision or for taxpayers of the political subdivision or to comment on matters of concern, official action or deliberation which are or may be before the Board or Council prior to taking official action. (710.1).

To assure compliance with the Act, to inform members of the public who may wish to make comment, and to provide for predictable and orderly implementation of the public comment period, Somerset Borough Council has adopted this Public Comment Policy.

*Council has traditionally rescheduled its November and December meetings based on the timing for budget adoption and the Thanksgiving and Christmas holidays.   The rescheduling will be done closer to these dates.

    Council Members present: Ruby Miller; Fred Rosemeyer; Lee Hoffman; Pam Ream; Sue
Opp; Steve Shaulis and Gary Thomas.
Also present: Mayor Scott Walker. 
Present: Junior Council Member Patrick Kuhn.
Also present were the following: Borough Manager, Michele Enos; Director of Finance, Brett
Peters; Administrative Assistant, Roger Bailey; Chief of Police, Randy Cox; Solicitor, James
Cascio; Consulting Engineers, Tom Reilly and Jake Bolby.

5. Approval of Minutes of Previous Meetings:
    (a) January 6th, 2020 – Organizational Meeting Minutes.

Mrs. Ream moved, Mrs. Opp seconded to approve the January 6th, 2020 Organizational Meeting Minutes.

(b) January 13th, 2020 – Committee of the Whole Meeting Minutes.

    (c) January 13th, 2020 – Public Hearing for Liquor License Transfer.

Mrs. Opp moved, Mrs. Ream seconded, to approve the payment of bills
numbered 34471 - 34607 totaling $395,500.54.

(a) Act 172 – Eligibility List – Consider approving the List of Eligibles that was certified and submitted by the Somerset Volunteer Fire Department President and Fire Chief for 2019.

Ms. Enos stated that by meeting the established criteria that was set forth by Resolution,  the List of Eligibles were submitted and approved.  It is now being presented to Borough Council for consideration.

           Mr. Rosemeyer moved, Mrs. Opp seconded to approve the List of Eligibles that was certified and submitted by the Somerset Volunteer Fire Department President and Fire Chief for 2019.

         Ms. Enos announced that the Municipal Authority approved to move forward with advertising to receive bids for the Cleaning and Televising of the Sanitary Sewer System.

She added that because the Municipal Authority owns the system, it was the Authority’s duty to move forward with advertising to go to bid.  Therefore, we are scheduled to be receiving bids back at the end of March. 

Mr. Rosemeyer reminded Borough Council of the upcoming PSAB Conference in June, and encouraged the Council to attend if possible.  The former Governor will be the Keynote Speaker. 

He also mentioned that the upcoming Boroughs Association Meeting would be held at the Coal Miners Café in Jennerstown, PA.

Mr. Rosemeyer also informed Ms. Enos and Borough Council that he has information on the Census that he would provide to them. 

Junior Council Member Patrick Kuhn announced that tickets for Somerset High Schools play, “Guys and Dolls” would go on sale Wednesday February 26th, 2020.  The Musical will be held on Friday and Saturday March 20 – 21, 2020.

Mr. Hoffman brought out that on February 27th, 2020 from 5-30 pm – 7:00 pm the “SoCo Rises” video will be shown at Laurel Arts with discussion to follow. 

Solicitor Cascio mentioned a recent article in the Johnstown Tribune Democrat regarding Blight.  It was regarding what the Cambria County Redevelopment Authority and a Private Partnership is doing about it.  He mentioned that he could provide this article, and information on private funding, for Borough Council to review.
