Somerset Borough Management Team

Borough Manager

Michele A. Enos- Borough ManagerMichele A. Enos

Michele Enos was appointed to the position of Assistant to the Somerset Borough Manager on February 5, 2001. As the Assistant to the Borough Manager, Michele is responsible for the preparation of: administrative tasks, grant writing, data gathering and evaluation all of which are reported to the Borough Manager with recommendations. The position requires a thorough knowledge of principles of Public Administration, Research Techniques, Statistical Interpretation and Grantsmanship, as well as the ability to deal effectively with various government agencies. 

Prior to her employment with Somerset Borough, she was the Assistant Township Secretary for Conemaugh Township, Somerset County 11 years. She also attended municipal courses sponsored by the Department of Community & Economic Development where she obtained certificates for Municipal Financing. 

She was graduated from the Conemaugh Township Area High School in 1990. Her course of study was business, accounting, and consumer classes. Michele Enos has been performing the duties of Borough Manager since February 1, 2015. 

Michele was apointed Borough Manager August 2016.


Municipal Authority Manager

Jessica J. Sizemore-Municipal Authority ManagerJessica J. Sizemore

Jessica Sizemore is a 2002 graduate of Somerset Area School District. She obtained a Bachelor of Science Degree from Pennsylvania State University with a degree in Structural Design and Construction Engineering Technology in 2006.

Jessica spent her first thirteen years working for Pennoni Associates Inc., a consulting engineering firm. There she designed bridges and culverts, managed smaller project design tasks, performed bridge safety inspections and assisted with other roadway design and utility coordination projects. During this time, Jessica was active in several professional societies including, American Society of Highway Engineers (ASHE), Central Pennsylvania Engineers Week Council (CPEWC) and Womens Transportation Seminar (WTS). She was the treasurer for WTS Central Pa Chapter from 2008-2013. She then was a founding board member/treasurer for WTS Pittsburgh Chapter from 2014-2019.

In 2019, Jessica started working as a Field Engineer for Columbia Gas. While in that role, some of Jessica’s responsibilities included, designing and managing multi-million dollar projects, assisting local operations personnel, coordinating with local utilities, municipalities and state entities during the design through the completion of the replacement/betterment/relocation projects.

She was on the Somerset Borough Municipal Authority Board from 2019-2023. She is an elected School Board Member since 2021.

Jessica is starting the role of Municipal Authority Manager in August of 2023.


Assistant Manager

Roger BaileyRoger Bailey

Roger Bailey is a 1980 graduate of Rockwood High School and Somerset County Technology Center in the Automotive Technology Program. Roger graduated from Vale Tech with an associates degree in Automotive Technology.

In 1995, Roger started his career for the Municipal Authority Borough of Somerset as a Pretreatment inspector out of the waste water plant. He moved into the Public Works Sector and started as a Laborer, in 1998. For the next 16 years, Roger worked his way up to Equipment Operator and then to Leadman. Roger started the position of Assistant Manager in 2018 where he assists the Borough Manager and Municipal Authority Manager.

 


Public Works Director

Travis Hummel- Public Works DirectorTravis Hummel

Travis Hummel is a 2003 graduate of Berlin Brothersvalley High School. Upon graduation, Travis spent his next eleven years serving his Country in the United States Air Force as a Security Forces, Military Police Officer. Travis spent his last three years in the service as a Training Instructor/Program Manager. While in that role, Travis oversaw over 100 Government required checklists to ensure compliance within AFOSH & OSHA Regulations.

In 2015, Travis returned back to Pennsylvania and started his career for the Municipal Authority Borough of Somerset as a Water Treatment Operator. He is a Certified Water Plant Operator. Travis joined the management team in 2022 as the Public Works Director. His responsibilities include overseeing the maintenance/repair of the Borough’s Right-of Ways including roadways, Sanitary Sewer Infrastructure, Stormwater Infrastructure, Water Distribution and Traffic & Street Signs.


Police Chief

Randy Cox- Police ChiefRandy Cox

Randy Cox assumed the position of Chief of the Somerset Police Department on August 9, 2004. Prior to coming to Somerset he was the Chief of Police in Ligonier, PA for fourteen years. He began his career in law enforcement in 1977 and is a graduate of Indiana University of Pennsylvania with an AA in 1979 and a BA in 1981. His graduate studies have been through the University of Virginia.

Chief Cox is a graduate of the 204th Session of the FBI National Academy. In addition to his duties in Somerset, he is an instructor with the Westmoreland County Community College Police Academy, an Adjunct Instructor with Penn State - Fayette, and an Assessor for the Commonwealth of Pennsylvania Law Enforcement Accreditation Commission. Chief Cox is a member of the Western Pennsylvania Chiefs of Police Association and the Pennsylvania Chiefs of Police Association, where he serves on the PCPA Legislative Committee.


Director of Finance

Brett B. Peters- Finance DirectorBrett B. Peters

Brett was hired as the Finance Director for the Borough in February 2001. He Brings with him years of experience from public accounting and private industry. Brett received his diploma from Somerset Area High School and holds a Bachelors Degree from Indiana University of Pennsylvania with a major in accounting.

 

 

 


Chief Wastewater Plant Operator

William Moon Jr- Wastewater PlantWilliam Moon Jr

Bill Moon is a 1979 graduate from the Somerset Area High School and currently resides in Somerset. After highschool graduation, Bill started as an operator at the Water Treatment Plant for the Municipal Authority Borough of Somerset. In 1997, Bill transferred over to the Wastewater Treatment Plant as an operator and in 2019 became the Supervisor of the Plant.

Bill is licensed in both water treatment and wastewater treatment. He continues to complete extensive studies in both fields to continue to his education in the industry and as required by the State of Pennsylvania.

 


Chief Water Plant Operator

Brad Lorence - Water PlantBrad Lorence

Brad was recently promoted to the position of Superintendent and Chief Operator of the Somerset Borough Water Facilities. He started his employment with the borough as a water plant operator in 2007.

Brad attended the University of Pittsburgh at Johnstown and earned a degree in Business online from the University of Phoenix.

He has a Class A water license with all available subclasses from the Pennsylvania DEP, and attends regular classes and seminars to keep up with the latest regulations.  

He has lived in Somerset Borough since 1994 with his wife Kristi. They are the parents of two children.
